Mr. DaSilva has 21 years of commercial banking experience. He began his banking career at the Citizens & Southern Bank of Georgia, now Bank of America where he spent 18 years in various operations management positions. Prior to joining the Atlanta Fed, he was the Vice President of Marketing and Product Management for Prudential Bank. He has held management and senior management positions in deposit operations, item processing, credit card, merchant credit card, ACH, loan processing, branch support, and remittance processing operations. He also has product, marketing, sales, project, and client relations management experience.

Background:
The International Auditing and Assurance Board (IAASB) and the Auditing Standards Board (ASB) of the American Institute of Certified Public Accountants (AICPA) approved new standards for reporting on controls at a service organization for reporting periods on or after June 2011. The new standards replaced the previous Statement on Auditing Standards No. 70 (SAS 70).
In addition, the AICPA has introduced new branding for a series of reports performed under the attestation standards that are known as Service Organization Control (SOC) reports. These reports are designed to help service organizations build trust and confidence in their service delivery processes and controls through a report by an independent CPA. The AICPA has outlined new SOC reports designed to help service organizations meet their user needs, including reports that cover criteria other than internal controls over financial reporting, such as privacy, compliance and other operational criteria.
